East Melbourne Pedestrian CrossingsOn Friday 11th April a group of East Melbourne residents and committee member met with Joel and Sanket from the City of Melbourne (CoM). We started at the Hotham-Simpson Pedestrian Crossings. CoM received feedback that the speed humps under the zebra markings at this crossing encourage traffic to slow and provides a level crossing for wheelchairs, unfortunately the slowing is very late and full width raised paving causes unintended water pooling during wet weather. The group walked to the Powlett-Grey roundabout, which is near to Epworth Freemasons and Mercy East Melbourne Hospitals. This is a busy roundabout and the site for one of the new pedestrian crossings. The final visit was the recently installed pedestrian crossing at the Clarendon-Gipps intersection. It was noted that the set back of the speed hump from the zebra markings caused vehicles to slow earlier than happens at Hotham Simpson and the speed hump does not impact road drainage. Given there is an obligation on pedestrians to use a pedestrian crossing if there is one close by, it was suggested an additional pedestrian crossing across the top of Gipps Street would be appropriate.
CoM said the crossings to be installed are simpler than the treatment at the Hotham-Simpson Street. To minimise visual clutter the signage used will be the minimum required by law. The speed cushions will be less extensive than the Clarendon-Gipps speed bumps, will not extend from curb to curb, and will minimally alter water flows. CoM can be contacted directly for more information.
This will be Thursday 2nd October in the Jack Ryder Room of the Melbourne Cricket Club at the MCG. More details soon.

Heritage and Planning A compulsory conference has been set down for the Police Association planning application Re: 70-75 Jolimont Street.
The Police Association have applied for a permit to use levels 4 and 5 of the building and the roof top terrace for a place of assembly and as a function centre from 8:00am to 2:00am.
The City of Melbourne have indicated that a permit will be granted for them to have functions on Fridays and Saturdays from 8:00 am to 1:00 am the following day with the outdoor areas vacated at 11:00 pm. The number of persons not to exceed 320 people in total, ,including a maximum of 60 people in the outdoor areas. Council has included conditions to limit noise: a glazing system on the doors, noise limiters and no music or public address system including background music from external speakers after 11:00pm.
We believe the Police Association have appealed the proposed conditions and seek longer hours, including greater use of the outdoor areas and fewer noise restrictions. EMG and others have also appealed to VCAT.
There is a compulsory conference at VCAT listed for 30 April between 2:00 pm and 5:00 pm to see if a compromise position can be reached. If this fails, then on 29 and 30 July there will be a two day hearing.
Your EMG Committee has committed $5000 to support an appeal against this intrusion on the peace of our suburb with a further $5000 dollar for dollar matching to support action by directly impacted residents
